For full fledged photo editing, try a program called GIMP. There are as many features as photoshop, and it is free.

If all you are looking to do is clean up photos a little bit, (ie crop, remove red eye, make some lighting adjustments), then try Picasa II from Google.

Just download photoshop itself for free.

Go here: http://thepiratebay.org/recent
Type in "Photoshop" in the search bar and several versions will appear.

And you will need a bittorrent client to accomplish the download. Here is a good one:
