Put some ice on it first to reduce swelling and numb. Use a needle to lance the skin and bring the hair to the surface. Make sure to pull out with tweezers and put some rubbing alcohol or peroxide on the area after the hair is removed.

I am prone of them but it's best to squeeze and extract the matter inside (aka pus). It should bring the hair to a head but if not, you may need to lance it (remove the skin) and use tweezers to remove.
