I have experience with Adobe Photoshop 7.0 at school, but I'd like to buy it without paying $700. I have found Adobe Photoshop Elements for $80 at Costco.com. Does Elements have the same features,tools,functions?

Nope. You can do some of the things that Photoshop does but it's mostly color corrections, blending, red eye removal. Photoshop is much more sophisticated. However, you can download a demo version of Photoshop for comparison.

It has some of the functions, but not all. You might look into Gimp, which is an open source program similar to Photoshop. You can download it free from http://www.gimp.org/windows/
There's also a version called Gimpshop, which makes it look more like Photoshop. That's available at http://www.gimpshop.net/

No it does not I have worked with almost all of the photoshops and they all are different. The one they have for Schools are a little different but they have the same concept.

elements still has most of the tools and features. the difference is that it is not as advanced as 7.0. for the price it is definitely worth it. all that 7 has are more effects or smaller features that you dont necessarily need

yap, you will loose some (realy many) features, tools, function.
and one things is, you may not open\edit correctly photoshop files (.psd) that r created on photoshop 7 or latest version of photoshop, for compability issue.
