this guy has me wondering..well ok he says hi and smiles whenever he sees me and he starts up conversations about random things out of nowhere, tries to make me laugh and stares at me a lot. now i know these are all signs that he may like me, now my question is..should i make a move too? if so, what should my move be? and is this the right time? because i really like him and i dont want to make a fool out of myself. i am also very shy so this is very hard for me

since he talks to you, why not try to find out more about him during conversation, info such as his hobby, his favorite food/drink, the sport/game he is into, his favorite movies etc etc.
with all those info, getting him to go for a movie of his choice or let him has those CD [ better still watch it together with him ], invite him to a dinner at a restaurant where his favorite food/drink is served or better still prepared those item yourself n get him to sample it at your home !
if he play tennis then be his sparring partner n train together hence the longer you two having fun together the better your relationship will be n blossom faster !
by doing the above, you are actually started a move but very spontaneously which would never scare him off n not making a fool of yourself too !

Why not just say, "Let's go grab a coke, I'm dyin' of thirst here".
