I find it easy to meet new people as I have travelled a fair amount. Whenever I have been to a new country and arrived on my own I tend to go to a local bar and sit AT the bar you'll soon get chatting to the regulars.
I suppose though it depends on what you are looking for. If you want to make new lasting friendships or if you are looking for a love interest.
I'd also suggest taking up an activity you might enjoy, dancing classes, pottery, etc that's a sure fire way to make friends with like minded people. If you have children its easy, go to your local park, playgroup, parents group.

Travel! =] If you live in the middle of nowhere then it'll be a little more hard, but if u live in a city with a big population, then pretty much anywhere and everywhere you can introduce yourself to people. You should find events that goes on in your local area like festivals and stuff.

Im sure you have at least one friend. Just ask him/ her to hang out one day and maybe to bring some of their friends. When you're all together dont just sit there. Open up and talk. Make jokes. Maybe at the end of the day you'll have made new friends.
