Yes, the U.S. Interest Section (the official name for the U.S. Embassy in Cuba) operates out of the Swiss Embassy in Havana. The Interests Section was opened after President Carter and Fidel Castro decided to open Interest Office in each other's country in 1978. The Cuban Interests Office in Washington serves as Cuba's official embassy in the U.S., however they are not allowed to call it an embassy or call their highest ranking official an ambassador. They also issue visas to Cuban citizens traveling to the U.S.

Kind of, We have a US Interests Section in Havana which serves as a consulate. Officially it's part the Swiss embassy since we do not have official relations with Cuba. The Cubans have a similar office in Washington, which is also, officially Swiss.
