Sometimes if the water dish is in the front of the cage, the bird will perch on it as they want to be close to you and then they will do what comes naturally.My sister , who has 11 cockatiels has the same problem. Try to move the water dish to different spots in the cage and put it up a little higher than the food dishes.I wouldnt switch to a bottle as I have seen the round metal ball inside the funnel part get stuck and the bird has no water at all to drink.Sometimes though you just have to keep changing the water. As the other person stated, they have no choice.

You can train your bird to drink out of a bird water bottle. These keep the feeces out of the water, but you have to clean the bottle and spout daily to keep bacteria away.

well, do you have a perch over the water dish? birds dont have a choice wether or not to drink their water, thats all they have, poop or no poop. it is your responsibility as an owner to make sure the dish stays clean.
