First off, "picking a girl off a street" is not appropriate..you don't want to be thought of in that way, do you? Get that logic out of your head. If you think he is ATTRACTED to you then just ask him if he is ("do you want to go on a date?")..be honest..flirting is not a crime either so if he does it then he's not a jerk-he's a guy.
