no it doesnt mean that at all...he could be busy or maybe he likes you so much that talking to you and knowing your so far away kinda hurts him.
i've been in an on again off again relationship with a girl from texas ..i live in New Hampshire...i havent talked to her in a few weeks now...i will always have feelings for her it just hurts talking to her because i know i really cant be with her physically...i think about her every night..and there will always be apart of me that loves her.
so what im saying is dont lose hope he could be thinking about you more than you think

How long has it been since he the last call? How long have u 2 not seen each other? Would say that after a certain amount of time (maybe 1 month) if u haven't talked to him or received a letter that either he's really busy or not thinking of u much. However, it goes both ways. Maybe he is wondering why u haven't written to him or called him. U shouldn't just expect that he is going to do it first because u never know what he is thinking on the other side. If u want to communicate then go ahead and start dialing.

He isn't thinking about you if he can't take two second to say hello in an e-mail, two minutes on the phone or five minutes in a letter. You don't mean much to him..doesn't matter how far apart you are..

It depends on what kind of job he has. You should call him and see how he's doing. If he's constantly in some kind of hurry, he MIGHT be sneaking around behind you. You have to step up and ask him about how he is.

of course he's not thinking about you. my girl was in another country and i called her every day. i at least sent her emails and offline messages......that only takes a couple minutes to tell someone you care.

Could be... It depends on what he is doing. If he is fighting in the war then, he is probably constantly thinking about you.
