You won't directly pickup 911 calls, but you'll pick up the paging requests and conversations between dispatch. However this depends on if the signal is digital or analog. Analog, which is an older format is harder to encrypt so You'll pick those signals with more ease.

No, unless the calls are made over an older phone. Home phones don't go over the radio and only older phones can be picked up by scanners.

Now if the police or fire need to react, you'll hear the call for that go out over the scanner.

go to www.scanner codes .com and find your city and state and county and they have a code you have to put in the scanner to get the 911 calls they have a whole list like police sherrif state patrol ambulance fire
