No it actually does not--it just feels like it does! Consider this: how can shaving (which happens on the surface of your skin) affect the growth of something from inside your body?
When you shave, the hair is being cut off bluntly. This creates a hair with a blunt end when it begins to grow back. So it feels thicker on the end than a hair naturally does. A normal hair is slightly pointed at the end and because of this it feels softer. Waxing or removing hair from the root by any manner causes a new hair to be grown from inside, again with a pointy tip. This is why it feels softer to the touch than shaving when when it grows back.
So shave away. It's an old wives tale!

There is absolutely no scientifc evidence supporting this myth.
The hair shaft (the hair that is cut upon shaving / cutting) is a dead structure that extends out of the follicle. Note, the follicle is the living portion. To make any sort of anatomical changes to growth speed you would need to distrub the follical; which is completely unaffected by shaving / cutting. The colour, growth, location and thickness of hair is mainy dependant on genetics and hormones.
After shaving there is an illusion of growth - which continues to help propagate this myth. The shortness of the shaft after shaving or cutting allows changes in length to be more noticeable. Additionally, the short hair shaft may be more noticeable as it grows out because it has a blunt tip instead of the normal tapered tip. At this time the hair may also appear thicker or darker; it is merely an illusion and nothing more.
That's all there is to it.
There is a superfulous amount of information on this subject - try a general search engine if you have more interest in the subject.

This is a myth. The reason it seems to grow back quicker is because when you shave, you just remove the hair at the skin. The root is still very much there. Since it doesn't have to "Restart" growth, it seems to grow very quickly. As for thickness, you can't get thicker hair than you already have. Otherwise, think about it. Some 40, 50+ year old women would have hair as thick as redwood trees!
Your hair root can only produce a hair of one size. Shaving DOESN'T affect it at all.
Mythbusters busted this one, too. It's a complete myth.

well if youre a dude shaving your face no, it just feels thicker because it gets prickly a couple hours after you shave and that makes people think that it grows faster when in actuality they probabley just didnt get a close shave
i however know nothing about shaving legs other than my girlfriend shaves hers without asking the world their opinion on it

oh yes. My leghair starts growing back like 2 hours after shaving. Waxing is better, the problem with it is that you have to wait about a month for the hair to grow long enough to wax it. I use nair on my arms, and it works great, only have to do it about once a week.

I think it just seems to because I bet if you let your hair grow out an inch or two you would see it is rather thin. You cutting it off at the base of you skin not plucking the root out. When you wax and pluck you get the root it still grows back but takes longer.

It certainly does !
I have been getting waxed and you stay smooth and clean for
weeks and weeks.
Also the hair that does end up growing is thinner, and eventually
hardly anything grows back. It's wonderful !
