We can't get vacation time in the summer. Thinking about driving the Oregon Coast in April or early May, but not sure if tourist places will be open, activities happening, and if the weather will be just too wet.

Yes, It will be wet. But it could be wet in the middle of July too. It's just the Oregon weather.
But if you don't like the weather, just wait ten minutes. That's our motto in Oregon. :) It will be beautiful no matter when you decide to visit. I believe that is around spring break and tourist attractions will be open, most are open year round anyways. http://www.traveloregon.com/Explore-Oregon/Oregon-Coast.aspx
This web-site shows lots of pictures, events and ideas for an Oregon coast adventure.
I don't think you will regret your trip, regardless of the weather. It's just stunning. Have fun!

Is September a possibility?
September is the absolute best time to visit the Oregon Coast! even late September. The weather is generally very good, the wind is not as bad as summer and spring, and if you go the last half of Sept, there will be less tourists and people around, yet everything (tourist attractions, etc.) are still open.

April is guaranteed to be wet and windy and cold.
May is very likely to be wet and windy and cold.

If you love rain than definetly come to the coast during spring. You are right, most tourist places are closed. However, try going to Manzanita. My family has a house there. It is SO nice in that town. It's very small and peaceful-you dont need the tourist attractions! If you ever visit Manzanita, try eating at Marzano's Pizza Restruant. It is DELICIOUS!!! Have fun getting drenched!

It is always worth visiting even in the winter. The Newport aquarium will be open and is a must. The weather can be a gamble, I have seen beautiful blue bird in April and have seen cold rainy in the summer. You could take a whale watching or fishing (rockfish) from Depoe bay or Newport. There will be great seafood also- def. better than staying home.

Yes, you need to drive up Pacific H/way 101, See Coo's Bay, Bandon, Florence, Newport... I moved to the US from England several years ago, and the pacific ocean is a wonder to behold.
