No I don't think it's mean. When I get married I plan to ask my best friend of 5 1/2 years to be my maid of honor. But I DON'T plan on asking my best friend of 15 1/2 years to be in the wedding.
This is all based on my relationships with them. The 5+year best friend is a great person for me to go when I have problems with my relationship (plus she is married). The 15+year best friend is usually anti-marriage and always finds something negative to say about men. I only plan on having people in my wedding who are supportive of me, the groom and our relationship.

Ask the person who you think will be the best choice. Your "best friend" is apparently no longer your closest friend. Your friend of 3 years is now considered your closest friend. You should ask whomever you feel will help you most, keep you calm, do whatever it is you need them to do to make your day go smoothly. You can still ask your best friend to be one of your bridesmaids and she can still have an important role in your day, but your maid of honor should be the one who will be there for you the most on the day.
One other thing to consider, when you look back at your pictures in 10 or 20 years--will you be happy if you chose the friend of 3 years or will you be happier if you had chosen the friend of 7 1/2 years? Do you think you'll still be friends with the friend of 3 years in 10 or 20 years or do you think you'll still be friends with the friend of 7 1/2 years? That's also something to consider.
Your friend of 7 1/2 years may be hurt if you don't ask her to be maid of honor, but she should just be flattered that you want her involved in your wedding as well. I'm sure she realizes that you two are not as close as you once were and I'm sure she realizes that you are close with this friend of 3 years, so it won't be a total surprise when you ask your other friend to be maid of honor. Just make sure your best friend still has a special role if you choose your friend of 3 years.

No. Most women only get married once so you need to have the best friend that is closer to you ..........unless you plan to get married two times and have one friend be the maid of honor at one wedding and your other friend at the other?

No. It's your wedding, you should decide who to ask, regardless of how long you've known them. Time has nothing to do with how close you are to a person. I've become alot closer friends with people I've known for just a few months than I am with some people I've known for years.

choose who you want to be your maid of honor. if the other girl is still your friend, she will understand where you are coming from. they should both just be flattered that you chose them to take part in your special day at all! you can't please everyone but this is the one day that you only have to worry about pleasing yourself. good luck!

It would be bad to ask someone just because of how long you know them. You want and need someone that will be there for you.Even though you you only have been friends 3 years she sounds like that person.
