No the worst president ever is responsible.
Of course we know now, as Bush did pre 9-11, that Iraq was not a threat, was not involved in 9-11 and had no WMD's (little remaining capacity destroyed by airstrikes in '98)
Bush lied to start the war, his own quotes prove this. The only question is why, we have theories but we don't know the true cause for his decption.
The civil war that is going on was known about in '92, that's why Bush the slightly smarter didn't go in.
Cheney himself in '92 said it would be a "quagmire"

You can be either directly or indirectly responsible for something.
If you see something or know something that is wrong and you have the opportunity and means to report it or correct it, and instead you do nothing and allow the condition to develop you can be indirectly responsible for the results.
You cannot always "run away" from a condition. There are times when your are "The One" whether you you want to be or not.
The Taliban may have been in that position, and so was President Bush and the American Congress.

How on earth do you reckon the Taliban is responsible? They didn't invade Iraq. We did. As far as I know the Taliban weren't even involved in Iraq. Even blaming Saddam Hussein makes more sense than this.
Change Iraq to Afghanistan and your question would make more sense.

I think the Taliban has some involvement for the Iraqi War. Saddem is also part responsible for the war
