It is all bunchy-looking, not mushroom-like, and it is growing incredibly slowly on a fallen tree truck at a part near where I live. I poked it with a stick and some clear jelly-like stuff ozzed out of it. What is it?

You might have seen something called Witch's butter - it's a member of the imperfect fungi - see photos:

it is most likey fungi. If it had holes in it like pores it could be Favolaschia calocera (Orange Pore Fungi). But with the information you have given I cant be sure. NEVER eat ANY fungus in the wild without an expert or the experiance to know if it is poisonous or not.
Any other details?

eat it and if it gets you sick then i guess it poisonous
