If you are referring to filling in forms in a PDF it must be created to allow that. Normally you can't write to a PDF. There are options when creating them to allow fill ins and to allow fill ins to be saved.
Go to http://www.irs.gov and download a 1040. You will see that you can use the Adobe Reader to fill in and save the form. You must create it with Adobe Acrobat with that option.
What everyone is stating about not being able to write is not true. I have Adobe Reader 7.0 and have used the Reader to fill in my tax forms for years.

You can't. Once a PDF file has been created that's it. Adobe Reader does just that, it let's you read it.

Adobe Reader is only for reading PDF files.
You can type using Notepad/ wordpad etc
Start/All programs/Accessories/Notepad or wordpad
