My friend cheated on her bf with her ex which was my ex. And she told her bf and he said that he understands and that he forgives her. Which I think is bull. Then she comes over to my house and tells me that she stopped by her ex bf's house and they played video games then he started kissing her neck and she didn't stop him. I did the exact same thing to him but he never said to me that making out isn't cheating. He said that to my friend but not to me. What should she do?

she shouldn't go over there anymore. if she cares about her boyfriend then she wuldn't put herself in that situation. cheating is something that destroys relationships and lives. quit now before she actually hurts people worse.

End all right there. This is so ridiculous. I'm assuming you're still in school. Focus on that instead of who goes with whom and what you all do together. Safe your body for when you get married. You will always be grateful for that. I'm sorry, but I just don't get women nowadays. I'm not that old and I feel like I grew up on a different planet. My gosh, we had crushes on boys but we didn't follow up on that. We'd go out in groups and to movies or hang out at friends houses without getting physical. Once done with school, I had a boyfriend and so on, but I made the mistake of letting break ups interfere with my goals. The guy didn't care.

Figure out what the hell she wants cause if she keeps it up she'll end up hurting someone most probably herself. Cause her ex was probably only using her for one thing and once she's single he'll just leave her hanging dry.
So she needs to figure out what she wants otherwise shes gonna lose out. Personally i think her boyfriend now can do better. Cause your friend is stupid for doing that to her bf obviously she didnt like him all that much to stay faithful 2 him.

Tell your friend to be open and honest with her bf. It may be something that needs to be worked out between her bf and her ex.
