WOW arent u both a little young for sexual relations. i dont wanna preach to you. but i think you should follow your heart on this one. whatever your heart is telling you, go with it. if it says not too allow her to this. just explain how you feel even if she hates for it at first she will understand where you are coming from after away.
Her parents also might go after you for rape charges if they find out about. which isnt something that you want. your only 13 and you wouldnt need that to ruin the rest of your life you have so much life ahead of you.
I dont think you should listen to people who are tellling you that you should go for it. you also have the possiblity of pregnancy if it does end up going that far. then her parents will find out that you had sex. the bad out weights the good. i would say dont do it but in the end its your choice. hope you make the right one

I have no comment on your situation other than to say that the people who are telling you that it's illegal are patently out of their minds, lying to scare you, or just plain stupid.
Statutory rape is when a ADULT has sexual relations with a MINOR (under the age of consent), and has nothing to do with the above-mentioned scenario.
Like I said, I'm not going to comment on whether you should or shouldn't - I just hate people that can't get their f***ing facts straight.

In (a few) states it actually IS illegal for minors to have sex with each other! In some cases, both participants may be charged, depending on their age. It depends entirely on the state you live in.
Also, the law is a LOT more complex than just "you may or may not have sex with a person of a certain age": It can depend on the relative age of both participants, and the individual ages of of both the older and younger participant.

So what's the undertaking? If she is extremely joyful with your love making and your happy making like to her, then basically take excitement in the 2d mutually because it lasts. If you dont want to then don't! Sex is supposed to be an experience for both of you not just some 13 year old ho bag wants to get some.
Be the mature one and say no if you dont feel comfortable. She'll have plenty of other oppertunities in her life to make mistakes and get pregnant - you don't wanna be a dad at 15 do you?

Oh please, just be a clean young man for as long as you can. A girl this foward at such a young age has probably been around. You'll most likely end up with herpies(incurable). How would you like to be a daddy next year,that could come with her wanting more than oral sex. I'm asking GOD to put angels around you to make the right choice.Dude, be unique,respect yourself. In a lot of states this is considered statutory rape and you could end up a registered sex offender for life.
And 13 is too young to sexually involved in any way. Wait until your 16 and find another 16 year old.
