It works well at getting your hair out from the roots and leaves your legs smoother and longer than shaving. But just use it somewhere where your screams won't bother anyone.
I am not sure about using it on your arms...I think there are better ways to go about your arms...like bleaching the hair on your arms or waxing them. Epilady seems to work best on coarser hair like leg stubble rather than soft downy arm hair.

No, but it might be a bit uncomfortable. I use it for my legs, and it works great. After using it for a long time it might cause the hair to not reappear, but so far I still need to do it on a regular basis. It does come back softer than when you shave.
