My girlfriend wants me to say something romantic to her, and I just don't know how to do it. I'm not sure I love her, so what can I say to keep her happy,

better nothing at all so you wont put your foot in your mouth buy her some flowers that way its safe tulips are good .

instead of saying something that you dont mean then take her out to a dinner and get her flower and hold hands and take her to a park at night and take a walk. saying that you care for her isnt something that she would want to hear since she expects that you love her so do something romantic. and also try cuddling w/out getting busy and respecting her personal wants and just doing what i recomended would keep any romantic girl happy. but is she still wants u to say that u love then tell her that u will only say it when you mean it and when you do say it then she will know the truth and that make her the happiest person ever. saying it when you mean it makes it 10 times better than just saying it when you THINK that u love her.

You are in difficult territory. Compliements are a good place to start but don't over do it or she will get a complex.
You could compliment her on her hair / clothes / smile or similar. Especially if she has changed something make sure she knows that you have noticed but don't bring it up more than once or like I say she'll get a complex.

You only like her but not sure if you love her. When a man loves a woman, he automatically knows what to say to his partner romantically. You don't know how to do it, that's because you are not in love with her. Learn about her primary love languages but only demonstrate that if you love her. But I wouldn't advise you to say anything much if you only like her.
