My grandma had a weener dog the did this and she had my uncle put chicken wire down over the yard around the fence....and it worked, she stopped digging....if that doesn't work, you could do a more expencive way of putting up an electric fence...with a box with lower wattage so you don't hurt your dog, you just scare it into not wanting to be around the fence. Digging under fences is a tough one. You could bury part of your fence or bury some concrete blocks along the fence line. That might help the situation. I'd go talk to a home and garden/hardware store and just ask for advice. There may be something available for just that problem.

buy an invissible fence and that has a shock collar with it if he goes with in a certain distance frrm the underground wire he receives a shock until he backs away and he will learn. The amount of shock can be adjusted for the size of the dog this device is only to protect them from going out of the yard by themselves .
ask about the invissible fence system at the pet store this will stop him from digging under the fence

They have an "invisible fence" It involves a wire underground and a collar. Lay this near the fence and when the dog approaches the fence he will receive a warning buzz sound and if he doesn't back off will receive a shock. Works great, not too much $

Pour quikrete in the areas your dog is digging. When it hardens he won't be able to dig there again. Or you could put a very low electric fence wire around the inside of your fence.

You bury chicken wire along the perimiter of the fence a couple of inches down. His paws hit it, it doesn't feel nice and he stops digging.

Bury lava rocks or chicken wire several inches below the surface in the area he digs. Another less appealing option is to bury their feces in the area they dig, they will not like discovering this little treasure in their digging pit.
