Could a man be in love with one woman but likes another?

He's been giving cold shoulders to the woman whom he claims he loves.

Sometimes this can happen. He may fancy another woman a bit but still be in love with one. He should not be ignoring or acting rude to the one he supposedly loves. It could be a very bad signal that he is interested in breaking things off. Some people do not have the courage to just end a relationship so instead they act like jerks in hopes the other person will break up with them. It is cowardly but happens time and time again.
