He or she needs to become an ordained minister. Check it our on the web. They have several courses that you can take on the Internet. It will give you all the information needed to become registered.

Laws vary by states. In those that I know of the person must be an ordained pastor. To become ordained a congregation must aprove him. Have a happy marrage.
