It depends what you mean by "let". Birds love drama. If, after he bites you or during the bite, you giggle or give some sort of verbal command, even a flinch or an "ouch" or something, you're giving that bird a reward. That alone is enough drama to encourage him that biting is fun because it creates a fun situation for him to see drama.
If you sit back and accept the bite, it's the best thing you can do. Be silent and ignore the bird until he's done biting and that's actually a good thing to discourage biting. He doesn't get any praise or attention for it. He just does it and nothing happens, so he'd probably figure it makes a boring situation and not bother with it.
Do not put him back in his cage and cover him when he misbehaves, I will tell you that. Using the cage as a punishment is a terrible thing to do because their cage is their home and they should WANT to go back willingly to a place they feel secure and safe, not a place they're banished to when they've done something wrong.

He'll give up biting eventually if you train him right. Give no indication that it hurts you, which should be easy since it doesn't. Keep your finger just above his toes so he has the option of getting on your finger. If he doesn't bite and gets on your finger instead you need to do something nice like give it a treat.
Be aware that sometimes a bird is only holding on to steady himself where it may seem like biting. I have some bigger birds that need to hold onto an ear to get on or off my shoulder. (That stuff about not letting them become a shoulder-bird is rubbish).

Yes you have to teach em not to bite don't let em. When they bite put them in their house with a blanket over them so they can't see their wold for 2 min. Then when u let em out tell em why they were in there and biting is bad. Otherwise they will always bute and get more aggressive and hurt someone or another budgie

if it doesn't hurt then it's not really a bite it's a nip. mine used to do that to. she never became agressive. it was just her way of showing me she loved me.

sometimes their little bites aren't really bites, more like love nips. its ok but if they keep on biting and its getting harder. just say a loud NO to get their attention

If you ignore him when he does it he will stop, but if you are all like, "aww thats so cute" and give him treats when he does it, he will bite harder
