If by "Imam" you mean prayer leader then a woman can be a prayer leader but this is restricted to leading other women in prayer, and even then she stands in the middle of the first row.

If you mean a religious scholar and teacher then yes, there are countless examples of Muslim women who have contributed to Islamic knowledge, tafsir of the Qur'an and hadith as well as tasawwuf and spiritual teachings.

Religiously to other men, no. Politically yes a woman can be ruler. She can only be an "imam" to other women and children. Men will be too distracted by her body to think about religion. It's better for women to teach women and children and for men to teach men. But as far as taking orders like being president, she can.
