The only way cats keep rats away, is if they find the rat and kill it. There is no natural 'vibe' they give off to ward off rodents.

No, cats won't keep rats away, although the scent of a cat might be a warning and discourage a rat's presence. Rats are attracted to garbage and an easy meal and are highly intelligent and clever about obtaining what they can smell.
Cats may attack and even kill a rat, if it is small enough but there are some dogs who have been bred specifically for ratting. You if have an infestation consider an exterminator and then if you really want to feel safe get a Manchester Terrier or a Jack Russell. They are very efficient rat killers.

Cats are good hunters so even if there are rats around, they'll catch them and kill them. thus ending your rat population problem.

If you have a male that has not be neutered, then the smell of the hormones will keep some small vermin away.
