Okay, you made not like this answer but here goes...
Large Cardboard boxes...They can play in them if you cut doors and windows out of the sides. Kids love them, they are easy entertainment, cheap on costs, and are disposable. They allow the child to be a child. Find an appliance store, tell them you need the boxes for a party. Try and get a refrig. and washer/dryer box. Just remember to remove the staples on the ends though. Then sit back with a camera.
If you want to do something special with them, get some art paint from the store and paint them.

Check into your local Rec Center, a lot of them have small indoor water parks, or game rooms that you can rent for birthday parties.
Try your nearest Little Gym, they put on a fantastic party, and THEY DO ALL THE WORK! incuding sending out invitations and thank yous.
Our local zoo has a fantastic birthday party room with crafts and games.
Chuck E. Cheese is always a popular choice.
Build -a- Bear does a wonderful job with birthday parties.

Check out any of the local kid places! Most of the have neat birthday party options. I wish I could be more specific, but it really depends on where you live and whats in your town.

For my son's 3rd birthday, we took him and 6 of his closest friends to Build A Bear! It was so easy. We printed out the invites, no goody bags, & I swear I spent less than I did last year on his pizza party. The only thing I had to buy extra was a cake that we ate in the food court of the mall.
