yes. I work as a cake decorator, and i've never made frosting that incorporates cream of tartar....i like this recipe
* 1/3 cup butter
* 1/4 teaspoon salt
* 1 teaspoon vanilla extract
* 1 pound (3 1/2 cups) sifted confectioners sugar
* 3 to 4 tablespoons milk
Cream butter, salt, and vanilla, beating until light and fluffy. Add sugar gradually, beating after each addition. Add 3 tablespoons milk, beating until smooth. Beat in more milk until desired spreading consistency is reached.

I think cream of tartar is just a thickener. If you don't use it, your frosting will be a little more like icing. Could be better!

I believe you can use lemon juice at 3 times the amount of cream of tartar called for
Cream of tartar is not a thickening agent. it is a levening agent together with baking soda.

cream of tartar? dry milk, vanilla, butter or margarine, sugar ..this makes a creme color frosting add dye for colors. VERY tasty frosting! old fashioned

cream of tarter is an ingredient (potassium bitartrate )that when added to baking soda makes baking powder.
there is no substitute.
im afraid you,ll have to make another type of frosting or run to the store. sorry
