It depends on what you are cooking and how you are cooking it. If you are roasting meat that you want to brown/caramelize then dont cover it. If you are glazing your meat such as a glazed ham or turkey, then cover it or it will burn after about 15 minutes. If you plan on searing the meat before you roast it, then you can do cover or not its your choice. It is best to either sear your meat or brown it at the end rather than at the beginning by starting with a high temperature. Also if your meat is frozen for whatever reason, definately cover it or use a roasting bag.

set your oven to 550 degrees and put roast in uncovered for 10 minutes. after 10 minutes, put the temp at 350 and continue roasting until done. DO NOT COVER. That steams the meat instead of roasting

i always thought covering a roasting pan with aluminum is a good idea when roasting in the oven. it keeps the moisture & flavor in.
