You need patients, be the older one and just ignore, trust me, i know its hard but try it. Also, tell her your feelings, what shes doing to you and how that effects you and you sister to sister relationship. Try going out wither her to a movie or something and try to smooth things out. Good Luck!

show her whos boss, when you start to drive, dont take her places, use black mail... etc.
