She's scared. She was just separated from her mother and siblings.
She's cold. She's used to cuddling up with her mom and all her puppy siblings to keep warm.
She's lonely. She's used to to having the comfort and security of her loving mother and siblings. Dogs are pack animals. It's not natural for them to be alone.
Please hold her and talk softly to her.

First, it's relly cruel to leave your dog in the garage. I don't know how long you're leaving your dog in there, but stop. It's cruel to a dog at any age, but a 12 week dog, alone, in a garage? Why is she in the garage? If you don't want her running around the house, then get a crate and put it in the WARM house. If you're punishing her, well, she's like an infant. PLease don't worry about that right now, if that's what's happening.
Also, she's probably missing her mother and siblings, because she can't cuddle anymore, and she's alone in this strange environment. Cuddle with her every day and play with her a little. After a while, she's stop shaking because she knows she's loved.

If it is that cold in your garage you need to bring the dog inside. The puppy is not going to feel like she has a family if you just lock her up away from you all the time. She will be bored and lonely in the garage and she won't learn anything.

To begin with if you have a 12 week old puppy in a garage you need to find it a kind owner and loving home ASAP!!!!! This is sad!!!! It shouldn't matter why she is shaking.......the dog doesn't belong in the garage!!! The garage is for automobiles, which doesn't has feeling!! This puppy does!!!!!!!!!! This is cruel. You should be ashamed!!!!!!!!!!!!!

She's cold. Garages are freezing! Especially for pups. Bring her in the house. If you have too many people over, she might shake because she's nervous. When she gets like this, you can soothe her by holding/petting her.

Why would you want to leave your puppy in a cold garage all alone ??? That thought is not appealing. How would you like it out there cold and alone.
Go get that puppy and bring it in and make it your companion, take good care of it, love it, talk kind and pet your puppy. It will reward you and love you and be a loyal member of your family. To me there is nothing to compare with the love of my LuLu~Jill

12 weeks old?
She does not belong in the garage - especially one that's not heated. The pup is far too young to not be with family. She's also - if I recall correctly - going through her first fear stage. To end up with a happy, well-rounded dog it's important she be with her family. That she continue to be taught manners and the ropes of life through everyday life and interacting constantly with her household. Her mom's gone, so are her littermates. She's counting on you to finish up her education on being a good canine citizen - something that won't happen while she's shut out from you.
Put yourself in her . . .paws. You wouldn't be so estatic either.

If it is cold in your garage she could be cold. Small dogs, puppies get cold faster. Also if she has been with her siblings and surrounded by other dogs she is certainly having separation anxiety. Until she gets a little older it would be better for her if you could spend more time with her & allow her to be indoors.
