Click on your rar file, when it opens choose "Extract To" option which is the second icon from the left on the top menu. Or just press Alt+E, or select "Extract to Specified folder" from the "Command" menu on top.
Next choose a folder for the files to be extracted to and click OK.

There should be an Extract button on your GUI or select the files you want to unpack and press Alt E. A window pops up where you enter destination folder to extract to.

When you download a .rar file, just click it and if you have Winrar installed, it will open up a menu. Just click the icon on top that says "Extract to" and extract it.
