Absolutely you can use margarine instead of butter to make a rue. You won't notice any difference in taste.

Yes, a roux only needs fat to cat the flour particles and margarine is just oil so use it. It will not tase as good as butter though. May I also suggest you use olive oil or vegetable oil?
It usually works better and has great flavor. Usually50/50 ratio of fat to flour is fine.

Any type of oil will work for a roux... in fact I would recommend using a liquid oil or some chicken fat, bacon fat (oohhh... bacon!), instead of margarine.

You can make it with any fat - butter is best, but you can also use bacon fat (a little strong in flavor) lard, margarine, crisco, olive oil, peanut oil (a little strange).

I've done it and it's fine. The flavour isn't as good, but other than that it will turn out.
