A cirrus cloud is a type of cloud composed of ice crystals and characterized by thin, wisplike strands, often accompanied by tufts. Sometimes these wispy clouds are so extensive that they are virtually indistinguishable from one another, forming a veil or sheet called "cirrostratus". Sometimes convection at high altitudes produces another form of cirrus called "cirrocumulus", a pattern of small cloud tufts which include droplets of supercooled water.

In meteorology it refers to any clouds above 7000m (23000 ft), these contain ice crystals instead of water droplets which is why they are normally thin and wispy.
I say normally as there are also cirrostratus clouds that form dense sheets.
A form of cirrus (CiSpiCBGen) is the type of cloud seen when thunderstorms have been in the area and the CuNim clouds have dispersed.

u mean the cloud? a high, feathery, wispy cloud in the atmosphere made up of ice crystals. If it comes down and gets bigger, it signifies bad weather.
