If you are asking what it means to have your license "reinstated"...that means your license had been suspended or revoked, however, that action has been reversed or settled and you are able to drive again.

If you asking how do you get your license reinstated...you may have unpaid tickets or legal action against you that is not yet settled.

Normally to obtain reinstatement you need to take care of any outstanding issues and (if in my state) pay a reinstatement fee!
