check this page, it says who the owner is, David Emil, and even tells how he's opened or is opening a new place..

Not quite sure what you are asking. The restaurant doesn't exist anymore. It was on the top of the Twin Towers, remember 9/11. It's gone.
I think they may have opened another restaurant, but not totally sure about that.
