I am saying that he likes you but he just doesn't want a relationship right now. You obviously are more of an intimate detail for him. And the name of it is "friends with many benefits"!!!!!!!! He wants to be romantic and sweet and get your heart to pacing without any strings attached. All I can say is good luck on this one and try not to get attached yourself or it will seriously mess up your friendship.

i think he really likes you and not afraid to show you since he is acting romantic
he is just waiting for you to make the first move and ask him out
try and he will probably say yes if he says no then no problem he might just be shy and not ready to date
