I agree with some of the other answers. "Scrawny" means thin. Runt has another meaning (as in not equal to others- runt of the litter).
I am short, but not scrawny.
I have been called worse than "runt" though-
Stumpy, shorty, and when I was younger, some people used me as an arm rest. Their arms/elbows didn't rest on me for very long.
(not without some discomfort)

As said scrawny is skinny.
At 4'11 since i was 12 and now 21, much doesn't bother me when people call me short in anyway. I've always said it's something that makes me cuter than I already am.
Don't call somone short and ugly or with a little extra meat a runt they might take it in another way other than short!

A couple decades ago I felt obliged to put my back against

away panting just like me. I gasped the obvious question.
His world-weary wine breath reply was that I had been the only person present in the whole mob who was 'larger than anyone else.'

'Scrawny' means thin. Are Mickey Rooney and Roseanne Barr scrawny? Was Napoleon Bonaparte a 'runt' at 5'4"? I would be more shocked than insulted because the speaker would likely be looking Up to me at 6'2"

I'm of average height, but I am very small boned, and I do consider it an insult when someone calls me scrawny. No one has ever called me "runt," but I would find this insulting as well.

Runt comes from the smallest in a litter, scrawny is usually used to describe thin stature people, bony, under-fed.
They are both rude when used to describe a person, if meant to insult one.
The person may just be playfully nicknaming so do not take it too personal, you will grow . Good luck, and keep your chin up.

its the tall peoples way of getting back at us for asking how the weather is up there, or saying that they must play basketball. it may hurt, but hey we're short and if thats the only "flaw" they see, then yay for us. :-) if you have health issues then yes scrawny or runt may be insulting and make you re-evaluate yourself, but like my husband always says, dont be too sensitive, people are just messing.

I am only 5 feet but being short is not a problem to me. I have all the confidence to shrug off this kind of call.
