Yes you are a thief. Face that and then face your parents. You can stop with their help and you will forget it when you are much older. We all do something wrong.

I admire your daring, whats your motivation for doing it? Do you want straight A's so as to beat the other students, are you beating the system, think studying is a waste of time, or don't like the teacher? Or you just enjoy doing it, its a very curious behavior
You are going to have to break into 100's of offices before you finish, since you probably take 6-7 different courses every semester plus final examinations, SAT etc. If your method is to steal every single exam between now and graduation and if you just miss one you will fail. Unless your name is Harry Houdini, it just seems like studying is the easier method
But hey if you are so good at burgulary maybe you should forget education become a professional diamond safe cracker

You already know the answer. The one you are hurting most, is your self. You are selling your own mind short, looking for an easy way to beat the system, and cultivating habits that will most likely land you in jail one day. Your conscience is bothering you, and that is why you brought it up here. You need to pull up enough courage to own up to it, get some counseling, and also to repeat this year of your education, without your bag of tricks, to work for it honestly this time. If you do this, you will be on your way to growing up. If you don't, you will set yourself on a course that will most likely ruin your life, the temptation to look for short cuts like that could lead you to crime, and affect other areas of your life as well, your relationships, your career... If you can't talk to your parents about it, find an adult you trust to talk to, and help you to come clean to your parents, and then to your principal and teachers. You can do it. And if you get through it, you will win something very valuable for it in the end. Your own self respect.
A comment on your additional details answer: Everybody needs "straight A's" in this life, whether it be in school, or in the form of a pay raise or promotion. And this behavior might even get you in to college if that is what you want, but when you get there, you will be completely lost if you didn't do the work in the first place. If the answers you are stealing are information you will need in the workplace in the future, your grades might say that you know the information, but the moment you open your mouth to speak, everyone will know the truth, because you won't know what you are talking about, even though your grades say otherwise. If you are under so much pressure to get straight A's that you feel compelled to steal them, you need to get in to counseling with your parents.

Seriously, STOP!!! You'll end up ruining your life!!
Why dont you have a friend come over each day before a test? It could help, if there was someone else there, becuase then you wouldn't do that.
And throw away the lock-picking tools.

The purpose of school is to learn. You're cheating yourself, not the teacher. You control your future, so stop.

Sooner or later you will get caught.
Before you do something like "turn yourself in" - tell a trusted older person. An aunt or uncle. Make them hold you accountable for your actions.
