If you're TRYING NOT to get pregnant, you try to have sex as FAR from ovulation. But if you're trying to stay not pregnant, that won't work as a method of birth control. Sperm can survive in the body a few days after sex, and might fertilize the egg when it is released. The egg doesn't deteriorate for a few days after its released, so any sperm from having sex several days after ovulation might also fertilize the already-present egg.
To determine when YOU ovulate, you have to use an OPK along with either observing cervical mucus or charting your basal body temperature. Google those terms for more info. Read as many websites as you can find about women's reproductive cycles and how they work.
Your best bet, is to use a condom because lots of girls have irregular periods, so this concept might not work!

There is no safe time! I got pregnant with my third during the end of my period, I was shocked. They say your fertile time is about two weeks after your period, but cycles can be tricky, you never really know. So if your not planing on getting pregnant always use protection.

there is really no "safe" time to have sex. You can get pregnant at any time. Usuallly the week or so before you cycle you are more apt to get pregnant than at other times but there's no guarantee. Anyway, in this day and age its wise to use a condom to prevent STD's.

Just to have sex or to get pregnant? If it's just to have sex then nothing wrong with that but I don't think it's a good idea if you guys are trying to concieve.

It is not 100% safe ever. Recent studies have shown that ovulation is less predictable than once thought, and that sometimes women can ovulate more than one time each month.

the week before you menstruate, its the time of month where the ovary is already out of the fallopian tube and in the uterus, therefore having no chance of getting fertilised

without a condom it would be risky. the sperm can at max live to under rare circumstances about three days. but right after her period it'd be fine without a condom.
