Okay, well I have to say I am talking european here as i am english, but films like fast and the furious have raised our cars profiles in the states a bit. A volkswagon Golf GTI, is always a good bet, 2 litre, injection and a beautiful handling car. note- MUST BE IN BLACK!
Also the Honda Civic though in it';s most basic form looks like a pile of crap, when suped up is extremely pretty (kinda like Pammy, not much without the extras)
Stay away from anything French, and aim for German or Japanese. Japanese styling is always great, and they always do loads and loads of extras you can save up for and bolt on later, like skirts, modified exhausts all that jazz.

Ricer cars are a joke. So avoid them. Body kits Fart can exhaust Big wheels and decals Do nothing except look stupid. You can get a really good deal on a Camaro Firebird or I hate to say this Mustang. For that kind of money. You might even look at some older Corvettes. 73 to 96 models can be found in that price range.
