I had a problem recently where a wall was repaired with plaster -- real plaster, not joint compound. Because the plaster is alkaline, the primer (a good brand) peeled off even though the wall was fully dry. I had to use an alkali-resistant primer. The brand I got was Bullseye Odorless Primer-Sealer. There are other brands. If a primer is alkali-resistant, it will say so on the can.

If your wall repair isn't plaster, then I would suspect moisture or chalking.

Use pro block primer from Sherwin Williams,or kills oil base primer.First strip the old paint off.Apply the primer wait at 12 hours then apply one thin coat wait at least 6 hours between coats. That should solve the problem

It could be that you are using a latex paint and primer and have some oil residue on your wall. try wasing the wall with some mild detergent then let it dry and reprime and paint
