As much as this President thinks he is all powerful, he could not "enforce" a draft.
A draft would take an act of Congress.

Lets skewer some myths here;
o-Women cant be drafted by Federal law, therefore the witty retorts of the Bush twins going first wouldnt happen.
o-Training Bases are few since the Clinton era, currently Ft's Benning, Sill, Jackson, Leonard Wood, and Knox conduct Basic Combat Training.
o-Finding Housing in Barracks, Training Instructors, Training weapons would be a Problem for an influx of say 500,000
o-Just the logistics of setting up the draft boards to be able to start the classification process would take upwards of a Year to accomplish.
o-Congress would have to authorize such an action, Currently there is no one in Congress who is brave enough to put thier name to such a vote. Even Charles Rangel(who tries to talk a good game) wouldnt vote yes on his own bill.

just to add to the mix,
Alot of people are under the impression that with a draft, everyone gets drafted.............NOT TRUE
Congress sets the manning level of each branch of the military, after all the volunteers, the services then draft enough people to fill the manning tables.
So right now, even if we had a draft, no one would be drafted, because every branch of the military is meeting its recruiting goals with volunteers.
Even during Vietnam, only about 10% of the draft age men were actually drafted. And accounted for about 30% of the soldiers in Vietnam.

It's never going to happen. Well, not now, at least. I'm not going to say never again ever, but not in this war, for sure.
If it did, though, it would be a disaster. Draft dodging would become a national sport, and would require a lot more thought this time, because laws have been imposed to make fleeing to Canada more difficult.
Also it would really piss off women, because you know there'd be feminists out there demanding that women be treated equally, while the rest would be thinking, why would we want to be in this case? Which would raise a lot of sticky, philosophical issues.
All in all, the country's screwed up, but thankfully not that badly at the moment. And well, if I'm wrong, I've got a bad knee anyway! :D

The Draft would come from the Democratic Congress, not the President...I personally, think every American owes a few years of duty to country, Call it a "live here tax". The one drawback to a draft, is all the Cowards and Sissies, that would end up getting real Americans killed, by hiding behind them.
Too bad Canada catches them and sends them back here...they should be used as targets for bayonet practice

Well, Mr. Cowboy, the draft is not something the president can just impose or not impose. An act of congress would be required in order for the draft to be reinstated, so you might want to rethink your question.

I think mandatory service for citizens and residents would overall be a good thing. Having people give back to their country, learn some discipline, and about the military would be good, but I really can not see a Draft ever happening.

Well... for the Executive to "ENACT" a draft... Congress would have to VOTE it into law FIRST (which the Democrats have tried twice since 2001).
I don't think we need a draft... though we do need to increase the number of bodies by about 200,000... getting it back to Pre-Clinton numbers.

He can not enforce a draft without congressional approval and with congress in Democrat's hands I can now be concerned about one more thing they might do to mess up this country.

The President of the USA CANNOT IMPOSE the draft, only Congress can do that, and being
that the US MILITARY is ALL-Volunteer, the draft WILL NOT HAPPEN.
