Probably for lack of a more comfortable familiar resting place. I'd suggest getting a fairly cheap soft bed and placing it near her litter box because that is apparently her comfort area.

Cats prefer to sleep in enclosed spaces to feel safe, warm and prefer dark. The cat must not be able to find anything else similar except for the litter box.

My bathroom has nooks for towels, my bottom one the cats use. They also sleep under the bed and at times under the covers. You can just make up a box with a hole cut in it and a towel, you can buy a small soft house for him to sleep in or create an area in the house that is dark, quiet, safe from all sides but with view and then show him.

I see kittens do that in pet stores sleeping on top of the litter. Try a box a small one that the cat can feel cozy and snug. Put a a small towel in the box. Set by the litter box. My cat loved snug places to sleep. When my cat died we had her sixteen years she crawled up in her litter box I took her out and put her in a snug box. Hope this helps.

Maybe it's because she doesn't like her bed. Maybe if she slept next to you she wouldn't sleep on her litter. Try to let her sleep right next to you.

I am not an expert, but I have multiple cats. I have seen them do this. I really think it is because they want to protect that environment. I think they are guarding what they think is theirs and only theirs. I love cats, but I honestly think we as humans are never suppose to figure them out.

She is trying to keep them warm. Or she might be trying to keep people away from them.
