doesn't care about religion? Agnostics don't "know" and atheists don't "believe." What about someone who just doesn't care either way? Would they be non-theistic? normal? sane?

For some people, spirituality and organized religion isn't something that they care about at all. Atheist means they do not believe in a higher power. It is still a belief system. Agnostic do not deny or confirm the existence of a higher power. Someone who simply doesn't care either way is apathetic. It is likely that they will change as they get older, but sometimes, they never change and that's okay.

I would say normal. The deeper into religion you get the further you descend into abnormality, with evangelicals having descended to a state of being almost sub human.
