I thinks he's trying to respect you and save you both some heartbreak. That kind of long distance relationship is really really hard even on the most rock solid couples. It sounds like you're both in a growing period of your lives and I can understand the wanting space on her end. She says she loves you and I think that's why she's doing it, this way it won't be so hard being apart. Being "together" while apart can cuase alot of confusion and problems and it will be hard to communicate. I say remain friends if you really love her, if you can stick it out then get back together when the opurtunity arrives. You'll both feel better knowing you really did love each other to wait so long.
