I don't believe that that's even possible unless the account holder contacts the phone company with you (or you know their social security number). If you're talking about a cell phone you may be able to buy a new sims card (if that particular phone uses a sims card) and replace the old sims card in the cell phone. The prepay company that you use may be able to help you with this. Tracfone sometimes send new sims cards for free if you purchase their minutes. Otherwise you have to buy the sims card. You will get a new phone number by changing the sims card.
