I don't see how your question pertains to safety.

If you're referring to a college campus, the answer is easy: Not everyone is going to be on campus at the same time, so the school can sell more permits than there are spaces.

Think about it. If you owned a parking lot wouldn't you do the same. If you didn't how would you make any money???
