is it worth waiting for bugs in new software? and is it worth waiting for Apple lepard?

It's not necessary to pay for a reliable, up to date operating systems, unless you are using it for playing direct X games. Plus all the software that you will ever need is free from the open source community. A sampling;

If you can the windows Vista is better but if you can't go for the Mac os 10

Leopard is going to blow vista away when it's released in the
next couple of months.
