Actually it was the US that did this. The first written and enforceable rule for the conduct of war was 'General Order 100' (AKA the Lieber code) that was published at the beginning of the US civil war.
And we are in Iraq in support of the government that was elected by the Iraqi people. Do you really want to see an elected government replaced by a dictatorship run by the terrorists who send car-bombs into marketplaces?

From your opening question, the idiot keeping our troops over there is a lot smarter than you are. War is a political action. Even if one were willing to depopulate an area completely, it would still be necessary to balance the political impact on others. In fourth-generation war, it's more difficult than ever to find a good balance but one does the best one can. Even in theory fourth-generation war is low-intensity but nasty, difficult and prolonged, and the simpler forms we've seen in the past have tended to last one to three decades as a rule.

Let's be real. Think for a minute! If there were no rules would we or would we not be nothing more than just dumb animals out committing every atrocity known to man. Yes it is kill or be killed, but does that include rape, robbery, murder of innocent civilians (to include women, and children), and pillage of the countryside. Without the rules of war there would be no need for justice to be enforced upon those responsible for the afore mentioned crimes against humanity just because those crimes were committed in the name of war. As a Vietnam veteran I'll have scars, mental, and physical, that will last all of my days, but I believe in fairness, and justice, and war without restraint , or rules, breaks down to nothing more than barbarism.

It's the PC idiots and the dumb humanitarians who have NEVER been in a war fighting who makes up the stupid rules and what's worse, out stupid PC government are the only ones who come close to obeying those rules. I haven't seen the "humanitarians" go after the Palestinians for their murdering or the Iraqi insurgents for their murdering. Could it be because they are too scared to talk with terrorists? Yes, but when they talk to the US they seem to grow a set of balls. Funny how those suckers seem to shrink when they have to deal with terrorists like Hamas or Hezbollah.

The Iraqi war is NOT over. Osama Bin laden is still alive. He needs to be caught, shot in each limb, and left to bleed to death. The President of the United states is keeping them over there. If we leave the country will be agian overrun by re-tards. Also Iraqi's can't deal with freedom...

The rules for war do seem insane. You aren't supposed to use hollow point bullets but you can nail them with a 2000 lb. bomb. The way I look at it, if someone is shooting at me I don't care who or what kills him. I just want him gone !

True there is no military in Iraq, but there are rebels. there are 3 major religious groups there and one of them have thousands of trained rebels or terriosts there fighting the u.s.
Many people in iraq wants america there to bring the goverment back to the top to control its people, but others believe in the rebels and support them because they think its god's way.
Bush will try to sent more poeple there, but i think we should stay back and let the goverment to it by themself. Before soviet union sent thousands of troops there, and they all got killed. That will probally happen to u.s., we should just back off and let enighboring countries help.
